Proyecto del wellness center apunta a una pronta inauguración

Un hito clave fue la garantía de que el proyecto recibiría una subvención estatal del Programa de estatal de Atracciones Comunitarias (Community Attactions and Tourism,CAT por su nombre y siglas en inglés) de $1 millón.
La subvención se otorgó en dependencia se cerrará un déficit de financiación de $3.6 millones para el costo total del proyecto de $19 millones. Tres bancos locales han proporcionado cartas de crédito para garantizar al Estado que se cerrará la brecha.

A key milestone was the assurance that the project would receive a $1 million state Community Attractions and Tourism (CAT) grant.
The grant was awarded contingent upon closing a $3.6 million funding gap for the total project cost of $19 million. Three local banks have provided letters of credit to guarantee the State that the gap will be closed.
However, the Friends of the Crawford County Welfare Committee and the city of Denison are seeking another funding mechanism, the New Markets Tax Credit (NMTC), to close the gap.
At the same time, letters of credit from the banks (Bank Iowa, Crawford County Trust & Savings Bank and United Bank of Iowa) are important since the committee and the City will not know until August if the project will receive an allocation from NMTC.
August is the latest the state wanted to close the gap for the $1 million CAT grant.
Garcia said at the June 18 city council meeting that she and Councilwoman Jennifer Zupp-Smith had a very good meeting with Debi Durham, director of the Iowa Economic Development Authority, about the CAT grant.
“We have some numbers we need to update and send back, but she (Durham) felt we were in a great position to keep our million dollars with the letters we received from the banks to support that financing,” Garcia said.
The city would not be responsible for the banks' $3.6 million. Three members of the Friends of the Crawford County Welfare Center Committee pledged security against the credit.
The fundraising committee continues to work to raise funds not only for the project but also operating money to help with expenses once the wellness center is operating.
García calls on all people and companies to donate or give as a promise.
The city and committee have received optimistic feedback about NMTC funding.
Garcia said on June 4 that the project had made “pretty tremendous progress as far as some entities (Community Development Entities) that have requested audited financial figures for the project.”
She added that one entity, Central States Development Corporation, wrote a letter saying the wellness center project is in the pipeline for funding if Central States receives an allocation from the federal government in August.
The NMTC program helps economically distressed communities attract private capital by providing investors with a federal tax credit. Under the program, tax credit authority is allocated to community development entities through a competitive application process.
Because the NMTC program is specialized, the city has hired three companies to work on its behalf.
Lothrop GPM has been hired as legal counsel and will work closely with Steadfast City Economic & Community Partners, a nonprofit, community development and economic development consulting firm. Steadfast City staff represents the wellness center project to community development entities at NMTC conferences. Steadfast City was held in May 2023 for $7,500.
Both companies are based in the St. Louis area.
Fees from Lothrop GPM, hired in January of this year, will be incorporated into the NMTC allocation, with $3.6 million as the net benefit for the wellness center project.
Steadfast City recommended hiring a legal consultant and an accounting firm.
Novogradac Accounting Services was hired as an accounting firm in May for $7,500. Novogradac will use the audited financial statements to create a mini model to send to the Community Development Entities. The mini model shows that the project is ready to close the NMTC allocation as soon as it is received.
