El lunes 18 de septiembre de 2023, a las 5:03 p.m., el Departamento de Policía de Storm Lake fue llamado al bloque700 de Highview por un informe de un hombre que informó haber sido apuñalado y que estaba siendo perseguido por otro hombre. Los testigos informaron que la víctima pudo escapar del atacante y corrió hacia la entrada principal del Centro Médico Regional Buena Vista en busca de ayuda. Los testigos informaron además que el sospechoso huyó del área en un vehículo. La policía respondió y se puso en contacto con la víctima, quien identificó al sospechoso del incidente como Oscar Ortiz, de 31 años, de Laurens, Iowa.
Luego, a las 5:15 pm, se notificó a la policía que Oscar Ortiz se entregaría en el Departamento de Policía de Storm Lake. Poco después, Ortiz fue detenido sin incidentes fuera del Departamento de Policía de Storm Lake.
Luego de la investigación, la policía alega que justo antes de las 5:00 pm del 18 de septiembre, Ortiz confrontó a la víctima afuera de 1601 Lochedem Drive en Storm Lake. La policía alega que Ortiz usó un cuchillo grande de caza para atacar a la víctima y la apuñaló cinco veces en la parte superior del torso. La policía alega que Ortiz robó además el teléfono de la víctima durante el incidente. La policía alega que la víctima huyó a pie una cuadra hasta la entrada principal del Centro Médico Regional Buena Vista. La víctima fue tratada por heridas graves y trasladado por aire a otro hospital para recibir tratamiento adicional.
Como resultado de la investigación Ortiz fue acusado de lo siguiente:
Intento de asesinato, un delito grave de clase B
Robo en primer grado, delito grave de clase B
Lesión intencional que causa lesiones graves, un delito grave de clase C
Ir armado con intención, un delito grave de clase D
Asalto mientras participa en un delito grave, un delito grave de clase C
Ortiz fue ingresado en la cárcel del condado de Buena Vista, donde se le impuso una fianza de $75.000 dólares.
El Departamento de Policía de Storm Lake recibió asistencia de la oficina del Sheriff del Condado de Buena Vista y de la Oficina del Fiscal del Condado de Buena Vista.
El 31 de agosto de 2023, el Departamento de Policía de Storm Lake junto al Departamento Correccional de Iowa realizaron una verificación de libertad condicional en la dirección 1014 North Michigan Street en Storm Lake. En el lugar de la escena, la policía observó un total de 13 gatos dentro y afuera de la propiedad, y evidencia de que los residentes les estaban suministrando comida y agua. Mayra López Muñoz, de 26 años de edad, y de Storm Lake, fue acusada de dos cargos de negligencia animal que resultaron en lesiones graves, segunda infracción, un delito grave de clase D.
Verónica López Muñoz, de 32 años de edad y de Storm Lake, fue acusada de dos cargos de negligencia animal que resultaron en lesiones graves, segunda infracción, un delito grave de clase D.
Las tres mujeres fueron transportadas a la cárcel del condado de Buena Vista, donde fueron fichadas y retenidos con una fianza de $5,000.
El Departamento de Policía de Storm Lake contó con la asistencia en la investigación del Departamento Correccional de Iowa, la Oficina del Fiscal del Condado de Buena Vista y Lake Animal Hospital.

El jueves 14 de septiembre, el Departamento de Policía de Storm Lake fue notificado sobre algunas discrepancias en los registros financieros de la Asociación de Bomberos de Storm Lake. Storm Lake Police Department Report
On Monday, September 18th, 2023, at 5:03 pm the Storm Lake Police Department was called to the 700 Block of Highview for a report of a male victim who reported being stabbed and was being chased by another male. Witnesses reported the victim was able to escape the male attacker and ran into the main entrance of Buena Vista Regional Medical Center seeking help. Witnesses further reported the male suspect fled the area in a vehicle. Police responded and made contact with the victim who identified the suspect in the incident as Oscar Ortiz, age 31, of Laurens, Iowa.
Police were then notified at 5:15 pm that Ortiz was surrendering himself at the Storm Lake Police Department. Ortiz was then shortly after taken into custody without incident outside of the Storm Lake Police Department.
Following investigation, police allege that just before 5:00 pm on September 18th, Ortiz confronted the victim outside of 1601 Lochedem Drive in Storm Lake. Police allege Ortiz used a large hunting knife to attack the victim and stabbed the victim five times in the upper torso. Police allege Ortiz further stole the victim’s phone during the incident. Police allege the victim fled on foot one block to the main entrance of Buena Vista Regional Medical Center. The victim was treated for serious injuries and flown to another hospital for further treatment.
As a result of the investigation Ortiz was charged with the following:
Attempted Murder, a Class B Felony
Robbery 1st Degree, a Class B Felony
Willful injury causing Serious Injury, a Class C Felony
Going Armed with Intent, a Class D Felony
Assault while Participating in a Felony, a Class C Felony
Ortiz was booked into the Buena Vista County Jail where he was held on a $75,000 bond.
The Storm Lake Police Department was assisted in the incident by the Buena Vista County Sheriff's Office and the Buena Vista County Attorney’s Office.
On August 31, 2023, the Storm Lake Police Department assisted the Iowa Department of Corrections in conducting a probation check at 1014 North Michigan Street in Storm Lake. While on scene at 1014 North Michigan Street, police observed a total of 13 cats both inside and outside the property and evidence that the residents were supplying them with food and water. Police rescued the cats on scene and transported them to Lake Animal Hospital for evaluation. Police were further notified by hospital staff that two of the cats were suffering from serious illnesses to their eyes.
As a result of the investigation, police filed the following criminal charges on September 13th, 2023:
Juana Munoz, age 63 of Storm Lake was charged with two counts of Animal Neglect resulting in serious injury 2nd offense, a Class D Felony
Mayra Lopez Munoz, age 26 of Storm Lake was charged with two counts of Animal Neglect resulting in serious injury 2nd offense, a Class D Felony
Veronica Lopez Munoz, age 32 of Storm Lake was charged with two counts of Animal Neglect resulting in serious injury 2nd offense, a Class D Felony
All three subjects were transported to the Buena Vista County Jail where they were booked and held on a $5000 bond.
The Storm Lake Police Department was assisted in the investigation by the Iowa Department of Corrections, Buena Vista County Attorney’s Office, and Lake Animal Hospital.
All defendants are considered innocent until proven guilty.
On Thursday, September 14th, 2023, the Storm Lake Police department was notified of discrepancies in financial records for the Storm Lake Firefighters Association. Upon further investigation, police allege that a treasurer for the Storm Lake Firefighters Association identified as Jesus Rojo, age 28 of Storm Lake, misappropriated approximately $7,770 in association funds for his own personal use from January to July of 2023.
Rojo was taken into custody on September 14th without incident, and transported to the Buena Vista County Jail where he was charged with Theft 2nd Degree, a Class D Felony.
Rojo was booked into the Buena Vista County Jail and held on a $5,000 bond.
All defendants are considered innocent until proven guilty.
